The Eleventh Police District is somewhat remarkable for the number of arrests for fast driving. On Tuesday evening, four persons-- Charles Slaven, John Shoo, William Penn and Elias Ruth-- were each charged, before Ald. Megonegal, with driving their horses at an immoderate rate through the public streets, thus endangering the lives of the citizens. They were each compelled to pay the usual fine.
